I figured out why the Off Topic category was hidden from the front page (and how to fix it)

Basically, the forum by default mutes certain categories. At some point, #off-topic was added to the default list.

You can fix this by going to Preferences on your profile, scrolling down to the Notifications>Categories part, and removing it from the list of muted topics.
