When Stewie talks to Lois and sometimes even Peter, they react, kind of, but as if to something else. Brian seems to be the only one that can actually hear Stewie.

In that time travel episode, Chris was like “Am I the only one that heard the talking baby?” so maybe he kind of understands Stewie.

In another episode, he’s literally holding a sniper rifle, and when Lois picks him up, she doesn’t even care.
