Yeah so the theoretical is what you say but the real is different. So technically everyone could have 3 modifiers, it is just unlikely though

5/16 = 0.3125, Also don’t see how relevant it is. If anything people that claim to have more mods might be lying to try and create situations where they can claim something like Miller alongside what they actually have.
