As far is i seen Alice tend to read past games so she may figured a plan that would end up with Cult being in shadows until the end of the game. I believe they picked somebody that would stay in shadows long enough to convert next people.
Either way, the best course of action would be find a Cultist as soon as possible if they exist. But we can’t forget about Mafia.
