By mafia, I would assume you mean the evil faction, not necessarily including neut evil into the mafia count (despite them basically being a lost wolf).
Also if the answer is that you’re not including neut evil in the 2 maf thing, do you think that the 2 mafia in there would be the starting team? Or are you thinking a convert and non-convert?

if Eevee believes Derps’ claim, having a neutral on his side is powerful.
look specifically at the list of 4(?) people Eevee pinged that he wanted to convince to vote for him, and you might get an idea.
