Without Prince or Mystic, there isnt anything forcing scum to stick to one claim
If they wanted to, they can literally switch claims almost each and every day
And its very hard to say you dont trust the person because they are autoconfirmed as Link Minds & Jail are both BD only abilities (Link Minds gets changed as Apostle)
