This is true.

If we look at it from a town dayvig perspective: nothing really makes sense or even begins to add up together.

The closest thing we have to a reasoning for the FK shot from a town perspective is him wanting to get everyone’s information on whether they had omega abilities or not, but even then, it’s quite a quick call for a shot like that.

Therefore, shot came from Scum or Neutral
