Since they can never be upgraded unless they can appear in other banners

Maybe, it means that the summoning focus category can only be accessed by scum, but that the heroes in it are not necessarily scum only heroes. This would give scum a larger choice selection of heroes. I know nothing about FE, so I wouldn’t know. I’m still townreading Astand.
