So, after Kyo basically outed that he wanted to kill Luxy I’m pretty sure that he’s a wolf here.
A) Kyo never mentioned that he scumread Luxy before today. I don’t believe he actually had a SR on Luxy and is only mentioning this as he got caught because of the reflexive neighbourizer as he’d know that he’d get thunderdomed today because of mechanics.
B) Luxy was in nobody’s PoE. Vigilantes usually shoot their scumreads and/or people in the normally agreed PoE. Luxy was basically a very decent townread for much of the game and I don’t recall anyon ever suspecting him.
C)Luxy was suspecting Kyo at the end of D1. Aside that Luxy’s townread and relatively skilled it also makes sense that Kyo wants to kill Luxy in order to get rid of a threat. Killing someone just because they suspect you is not something town ever does.
