Icibalus looked at the vote, knowing Maxwell is town he wants to pressure a group he sees that pushes them, instead of breaking down the indiviuals on a deeper level.
Look at how Marshal (town perspective) handled his review of the D1 votes. His conclusion was that the top 2 or 3 wagons are very likely town because based on his reads he sees very few mafia pushing town Maxwell. He used reads and logic outside of the vote to understand what he thinks is going on.
Ici did the opposite of this, he came to a hard conclusion that a certain group was mafia, when I am the only one he is reading mafia inside the entire group.
I feel like this is a common thing in Ici’s ISO, he also had the same issue when he lied about his read on me and abused that lie to try and push me for the lynch.
There is no town perspective in what ICI is pushing for.
