Thing is, more often than not, people doing a lot of pushes on others (and yes, that includes pushes on town players) are town themselves, because mafia generally doesn’t want to bring attention to themselves and offend anyone.
I’m talking from experience, town pushes town all the time, because yes, they have no idea who is mafia.
Mafia would want to avoid/mitigate responsibility for mislynching town if they can. (not always the case, of course)
You were talking about Jailor who had ability to execute, this Jailkeeper can’t do that. But yeah, the one you quoted can exist.

Only reason for someone to claim a power role D1 is if it’s close to EoD and they are getting lynched, so we don’t mislynch a clear player.
People shouldn’t claim so that mafia doesn’t know who they need to kill or roleblock.
