Yes he did

There are three states when he voted Maxi

Either A) Marcus thought Maxi was scum.
B) Marcus thought Maxi was null/has no read
C) Marcus thought Maxi was town

He denies A. Therefore if Marcus is town B must be true as he denies reaction testing.
