It does not.

That’s not a contradiction, it means if there was one town and one scum only scum would win, or if there were two scum both scum would win. Town requires all scum to be dead so don’t win tiebreakers. They also require a living member so it is possible to have a tie in this game mode by everyone dying at once one way or another.
