The fact there are so many zombies it’d probably mean it’s more likely the fired bullets would hit zombies if my theory is correct, that and if probability holds up.

The problem is that we don’t even know whether we can go to Place A on Action Phase 1 and then to Place B on Action Phase 2.

Good! Then if we can switch locations between the phases then you can stock up on guns and meds in phase one then everyone with guns can launch an assault on the air drop.
So I do something like: Hospital, Search for meds, Police Station, Search for guns
Then: Shoot, Shoot, Shoot, Shoot
This is not the reason. I explained my reasons.
