Brotherhood is not a FoL ability, but Will of Mithras (Day) - Make a Cult Member appear as selected BD class to investigations this night. - 1 use will also mask being a heathen.

This is done to prevent from Inquisitor BD-siding too easily after they think they have eliminated any BD heathens and becoming a stronger Sheriff/Paladin that can see through tailors, so they cannot.

No, you cannot. Any framing/tailoring abilities cannot select any heathen options nor phylactery holder options.

There is additional information for the Mercenary’s targets and previously the Scorned’s targets listed in the classcard thread. What heathens cannot be is really not much of relevance to the Inquisitor itself once they know what classes they are, but I’ll keep it in mind.
