Why SHOULD blue dragon be punished for randomly executing, the chance of executing a blue dragon by RNG is much higher then executing scum.

No, we still have it in ToL.

In FoL we don’t have trials any more, which means there’s less of the ‘well we don’t want to execute either of these people, so I guess we’re not executing anyone’ thing you get in ToL.

Without trails people would still not execute every day, citing the higher chance of lynching blue dragon as a reason

By their own logic, they do not need fool, because they have a much better chance of lynching blue dragon if they lynch randomly.
