Yeah, there must be a cap on neutrals. That would mean the game start with 8 BD, 4 neutrals, 2 cult and a King - That would mean it would be possible for BD to be Lylo from the start

No, there is no difference. Without the ability to also RB tardis, he can still get a night action off.
