Iām sorry for saying this, but cult keeps old abilities or something, but there is MUCH MORE evidence pointing that Noz is cult then ones pointing for tardis.
In reality only person who said tardis is cult wasā¦ Noz.

Noz maybe was town, but he had to be converted relatively early on. Otherwise itās pointless.
