What if Cult buff is just they start with 3 instead of 2, but normal conversion rate. Finn, Dama, and Tardis original cult members.

That makes more sense as to Dama and Tardis’ shenanigans and way less OP then converting every night. However, to verify this the best thing is to fucking hang tardis.
