Even if they did vote frost eevee would just revive and Unkown would block PKR so we would be in exactly the same position but Jammy would not have double-vote.

Well eevee is not unseen with you and PKR as that is too many unseen for D4, so unless he is a 5th Neutral (which would be utterly bullshit by the way) he is telling the truth.
