Cause scum is forced to perform a kill if no lynch happens to avoid stalemate.
So we basicly get a cop clear on jailkept person if we force the game to have kills.

If we get no kill again and again, this means jailed person is scum due to kill sbeing forced otherwise.

Clears and guilty checks without actuallly killing people is always better than clears due to… lynching people.
