I think Romeo and Juliet laws usually relate to consent to sex, not to marriage? marriage is primarily a legal construction, so you can just say ‘14 year olds can’t get married’ without having to deal with the question ‘but what if they do anyway’

both marriage age and consent age are set at the state level, and … which one is higher probably varies by state? in Minnesota it’s usually 16 (with Romeo and Juliet laws being a thing as well), which seems to be the same as the minimum marriage age
