i played the og stellaris mostly and am just getting into the new stellaris

the colossus project is an ascension perk you can obtain after getting any 3 ascension perks
it lets you research the colossus project in the situation log for 50k of something i think physics
then you can build the colossus after building a colossus shipyard in a citadel (or by building the mega shipyard to the max)
then you get to pick which weapon you want to start off with
