On your turn you get A action instead of activating a room you could play a Action card
And the cards that dont say “action:” i can do whenever right

you get one action during your turn. That action can be one of a multitude of things; an action from a skill card, a location action, a title-based action, etc.
not whenever. They’ll all have specific points to add them in, such as before cards are added into a skill check, before or after a dice roll, etc.
As TL said, ask me if a card is unclear.
