@Hippolytus Your Draw phase is complete. Now is the movement phase. As Political Leader Dr. Gaius Baltar, you begin the game in the Research Lab on Battlestar’s Main Floor.

For your Movement Phase, you may either remain in the Research Lab, move to any other location on Battlestar’s Main Floor for free; FTL Control, Weapons Control, Communications, Research Lab, the Armory, the Hangar Deck, the Sickbay, or the Brig, move to any other location on Battlestar’s Private Upper President’s Floor (since you are the President); either the Quorum Chamber, the Press Room, the President’s Office, or the Administration Room, or you may jump ship for now to the Pegasus ship by discarding one skill card and go to the Pegasus CIC, the Airlock, the Main Batteries, or the Engine Room.

You may only take the corresponding action for the location you are in at the end of your movement phase. You also get only one action per turn.

To clarify, the Quorum Chamber location action is to first draw one Quorum Card, and then to choose whether to play one Quorum Card or to draw a second Quorum Card.
