ST can do basically whatever. this includes skipping phases.
however they dont like to influence the game, except to make it more interesting

if people are just sitting around waiting and not discussing while in the discussion phase, is that interesting at all? no, not really. so the ST can sometimes skip the phase. however to not influence the game to either side they like to make sure nobody disagrees. when done in real time, this is a simple question. however we are in a forum so its much easier to do it by vote
