The rolelist should be balanced against massclaims; yes, but if this is really going to happen the town might struggle; after all one mislynch and a town-hunting renegade are all what Cult needs at 10vs5vs1, especially if Emod modkills twice in a row.
On the other side; if the Disciples manage to clear the whole cult out off the game(except the Emod) ´before the Ultimate Sacrifice begins the Emod should just lose, and so should the cult(you could always say"If all Cultists die the Disciples will find out the identity of the Evil Mod"); otherwise the Emod might just feign to be Gmod and Modkill the Modeions(two if Vessel turns modeion); that way even if the cult is dead they still have roughly a 50% chance to win.

The US would not have happened next day; we had the matyrs, and the real cult would have dropped dead next day.
This would be a lot more fun with a better setup tbh

With cult being able to hide better(and even in this game we were fortunate that a cult member basically said “Lynch me!” because a mislynch is likely Day 1) one less cult would also be a worthy idea, and the idea that one Cult needs to be alive at the US for Emod having a chance to win; that no powers can be used at the US(like the dayvig).
This would balance both edges. The disciples cannot rely on massclaim and the Emod cannot hope for a win when the whole Cult gets cleared off(making a “I just play like Gmod”) play more dangerous.

I can kinda see Cop13 working.
Cop13 is known as having a 50% winrate, so if you make the mods balanced in their powers the game should be balanced.
Reduce Cult down to 5.
Automatic wins:
Cult has at least 50% members at the US-> Cult wins.
Cult is dead at US or before->Disciples find out the evil mod and win
During US: No more modkills possible(champion)

Feedback:
The fact that one mod can only use one power per night and they are all publicly announced allows confirmation (like how a modkill happened and PKR was shielded so that confirmed him)
Maybe it would be better if Modshield and Who needs to be fair/Equality could be used in the same night.
Another thing is that I think Modshield shouldn’t be usable every night, as the mods can completely negate all kills (like when I attacked Wolfy and Simon reeeeeeeeeeeeeee)
Also how were we supposed to tell whether each mod was good or evil? It heavily biases the end to Cult, since if they’re all dead it’s random, while if they live they get an insta win.
Also championing doesn’t work well when the second use of it always confirms someone, making it unusable by the mods.
And the fact that each Champion power is different means you can tell which mod did it. So I’d make each championing identical.
