The Curfew
The Church Initiated a curfew several years ago, when they seized control of the city. It lasts during the entire dark hours. During this time the City Gates are locked - if you’re outside at the time, you’ll have to wait until morning - and armed sentries patrol the streets. The official reason for this is to prevent monsters from getting into the fence surrounding the city.
The penalty for being caught out of hours depends on your track record. Notably, those loyal to the Church are never punished, but those who oppose the Church usually get publicly whipped and sacrificed to the insane Gods that the Church worships.
