Fool is often the most practical Neutral Evil that helps evils,sellsword has the potential for a lot of long-term co-ordination with evils but fool works because it is fairly straightforward to get the win as and you don’t have to expend effort or risk trying to co-ordinate with other evils; your goal is your own.
Fool I also find is the most fun, I like to think of fool games are the times to try out those lucrative strategies you might take as evil to look like a fool or find out if people think you are genuinely unseen/cult/NK when you make a particular play.
There is a true art to looking like a fool.
As a certain person once said

I’d say fool i general is a lot more useful if early killed, but if sellsword is working with the unseen/cult, then the unseen/cult or Nk are going to be very powerful, heck sellsword can act like a fake scorned and get someone killed late game, they can cause chaos and that’s always good for evils.
I feel like scorned is pretty weak compered to sellsword and fool, fool wasting so much trial time, over executing one blue dragon, sometimes even evil if converted doesn’t help evils all that much, also sellsword can just fake scorned to get someone important killed, generally I find it hard
I really love getting sellsword because I like to cause chaos

You forgot to add alchemist to the poll 
Jokes aside, for the unseen/cult, Fool is probably the most useful. Them getting executed gives you 2-3 nights of kills and converts without having to worry about losing members to day votes. Even when they don’t win, they still waste a night of jailing.
For the NK though, Sellsword and Scorned can give them the chance to get voting majority, making the endgame a lot easier to win. An early fool execution probably won’t change an NK’s fate if they’re found out.
EDIT: After 1.2.0, Sellsword is the only useful one to the NK and scum factions. Fool doesn’t directly help (potentially preventing any members from doing anything for a night), and a Scorned can now out scum members for BD cred.
