Wolf means non-town usually.
It could more accurately refer to unseen/cult and any neutrals who do not benefit town / work with town.

For example The Strigoi doesn’t need to work with evils and can easily work with BD so they succeed.
The Fool actively has to have it so BD cannot realistically win.

Marshal has no reason to lie about it unless she’s cult, and I personally don’t believe that to be the case. I haven’t focused on Aelin, but I’m townreading most of the active posters so I wouldn’t be surprised if there was 1 or 2 wolves there
