Enforcer’s primary is quite bad. There was a reason they gave them 2 uses of the bypassy move

Just rework Brotherhood so it prevents targets to target cultist

Also add the old recharge as a one-use day ability.

A NE scum healer could work, though we need more NEs to make confirmable BD classes suspicious(A version of the Witch from ToS could be added to do this for Drunk)

So like

Dark Cloak (Day) - Target Cult appears to be blue dragon tonight (1 use)

and

Brotherhood (Night) - Prevent visits to target Cultist (2 Uses)

and then make Teleport 3 uses
