For Tracker you can have everyone give themselves (and bottom cards) a blank token. Then have the Tracker swap his token out for a special tracker token. Then swap tokens with the cards. Tracker then gets to see every token at the end of the night

Oh and for the record the answer is that Tracker can sometimes be better when multiple swaps are involved
