Actualy no. Decide fate requires you to vote to decide if you will pardon or execute.

I see no reason why not. Usually chill is a voting silencer, not just a silence. I haven’t once used chill to silence someone just because they are talking. It’s when I need to get rid of there vote.

It shouldn’t be a who does what first win game.
