Iā€™m going to go on a limb here and say the Rogue Agent probably is a hardcounter towards the Illuminati? It makes sense from a lore perspective and a balancing one. Also Illuminatiā€™s being flipped normally upon Rogue Agentā€™s death might be another balancing thing.
