I reckon he want to confirm he can prevent visits to himself. So he’s saving his one-shot DI that way.

He wont able to convert someone if he use other actions, but he definitely isn’t wasting it.

Also Gorta should be fine if Surge didnt placed the bomb on him, because his action should normally not trigger the bomb, but since it’s placed right on Gorta then it will go boom if he use the action again or someone visits Gorta.
