So this hinges on the premise that “Only players without an evolution point would get a PR”. Why would scum try to fake a post restriction then? Why would hiding that fact be important? This would also require scum to be in players that have not yet gotten an evolution point (worth to crossreference this later with people they scumread, but that’s better for a full ISO)

I actually don’t know if that premise is true now, I’m tired and will do better after some sleep.

There is the option that you had a post restriction, but you broke it in order to frame eevee. We know eevee was speaking the truth now. Feels kinda reachy.
