Is not making a choice before I have the information. It’s abstaining from the finality of a vote (as I don’t know if I can change it) until I have a clue as to what it is. However abstaining isn’t a passive agent. I am doing what I need to to get it.

For example if someone doesn’t claim stolen from now stolen from later is fishy.
