Yeah neuts are the least of our concerns atm we need to get one scum or we are done for, plus the only neutral character I can even think of when it comes to MGS1 would be Gray Fox since he fought snake and Revolver Ocelot. But in the end he was good. Maybe the thing in OP was to give doubts but idk

Well original 17 player game almost certainly had a neutral, but since it got reduced, neuts probably got cut as well to simplify the game, at least that would be my guess.
