Tsu is the only one I ever see not flipping town tbh and that would be them claiming to check the miller as inno to look good when I flip. TL could be a scum cop but I really doubt it tbh.

Also - the idea that Eevee is scum fakeclaiming vig and then NOT claiming one-shot when people suggest deciding who he shoots is stupid
Eevee is most likely, at the very least, starting vig
