I feel like this amount of freedom in rolling is a must for this kind of setup.

Honestly speaking tho, for this modifier to roll it’s already low chance, cause not only 20% chance that any modifier rolls, but also needs to hit that combination.

So even if good meme combinations are possible, they are unlikely as hell.
