I mean protectives can just go of and heal whoever they want in hope for a heal, aka confirmation that Whamm isnā€™t bounded there, but honestly itā€™s not gonna work very good since it only opens for ā€œwhatifsā€.

So far I know yes, since the first cult leader is executed at Day 2 - the last cult leader got something caused to target someone else and got executed at Day 3.
