They can. Eevees can convert anyone except the King I believe.

It depends if they hit an immunity based target, like another NK. We dont really know what happend last night, and i believe marl would never allow that to happen.

Then the king becomes eevee and loses his ability to be king, AKA he would the lynch of the day. Dont think that would be allowed either.
