They would be either axes to win or lances to tie and pretend to be voting to benefit Rigelian
I am going for the tie strategy as it gives them early trust

If they wouldn’t go swords, then they’d go for Lances or Axes.
Therefore the safe move, in your scenario, would be to go for Axes as Axes beat Lances and tie with Axes.
