I know that, but scum have tools to deal with a emperor. They’re not confirmable and a bigger threat, aka easier to lynch. Good luck convincing a court an Insurgent is priority over a potential MM/NK.
They’re not bleed immune either, so you can at least get rid of emperor in due time.
Lastly, they’re not permanently death immune as this neutral basically is. I can understand not being affected by the evil emperor’s kill indefinitely, but if unseen want to dedicate two kills to it, they should be allowed to. Insurgent doesn’t need to live to win like many other neutrals. They could die N2 and still easily win with the impact they have made and it’s almost like an additional faction member. They don’t need these excessive tools of survival for their goal in my opinion.
