The thing is, Ozz has not been an active participant in the D2 EoD voting stage despite having good reasons to be active in there (Kai reaction tested him and Ozz was weirdly disinterested in getting him lynched).

Is it possible wagons were TvT which is why Ozz didnā€™t care?

I still think lynching Kai is good regardless of alignment because it resolves the D2 wagons and canā€™t be tailored unlike a night flip.
