so the first two votes against the player are tags

even if they switch votes, the first two votes will tag a player

a player can only tag one other player per day

if the person you tagged dies, and they flip cult, you lose a charge of an abil, if they flip scum, you gain a charge of an abil.

Scum cannot gain/lose charges
