I can confirm this is the case though HoB may be a bit different to other games due to the sheer difference of roles. Even I am unsure how my meta changes from time to time.

Usually scum will drop in and throw the “I’m not making reads” so they aren’t held accountable for mislynches and checked on suspicion.
