The alch claim could be a lie, but āat worstā Shurian is a neutral --is the thing Frost wants to say. He also wants to say that we should be looking for scum instead of killing a neut, but at this point it is kind of almost too late to do that.
If Shurian is the convert then the alch claim would be a lie but he could still have visited Marshal

The only way for Shurian to be Visionary as you say, that his Alchemist claim is a lie and someone else is The Crone.
