My interpretation is that CtA means that it bypasses the ‘Squid doesn’t die’ part, but not the ‘PKR does die’ part

Not it doesn’t. Enforcer’s passive is a form of protection, but the counter attack is still an attack.
Just like how I attacked eevee, who I redirected to myself.
