We could have the plauge doctor out now and have all the carriers out and then always visit the plague doctor. Even if he is converted (a CW or sheriff should do something about that anyways) he would still help.

There is one issue I think, so long Plague Doctor or Quack lives - the factions can’t win with the carrier. Since it’s one Neutral that stand in their way.
